Normal vs treasure enchantments
Normal enchantments appear in the enchanting table and trade from librarians. Treasure enchantments never appear in the table and must be found (fishing, loot, bartering) or bought from librarians: Mending, Frost Walker, Soul Speed, Swift Sneak and Wind Burst. Curses (Curse of Vanishing, Curse of Binding) are also treasure and are never desirable.
Getting to max level
The table offers up to the enchantment's cap but randomly. The reliable route to a specific max-level book is a librarian (level the trade by rerolling the lectern) or combining two of the level below at an anvil. Remember the anvil's prior-work penalty: combining books in the wrong order pushes the cost toward the 39-level 'Too Expensive' limit.
